1 x Luxury Ball
3 x Galactic HQ (this puts that extra 2 damage on Gyarados when evolved)

3 x Buck's Training
3 x PlusPower
2 x Night Maintenance
2 x Memory Berry (Dialga G Lv x counter just incase Gyarados gets body shut off)
3 x Pokedex HANDY910is
3 x Super Scoop Up (to pick up suicune or uxie. Or even a next to fatally damaged Gyarados)
3 x Rare Candy (Magikarp is a liability I am not sure about these, but I have the ability to rare candy ASAP into Gyarados)

4 x Call Energy - Special
4 x Rainbow Energy - Special (puts 1 damage on Gyarados)

My son want to play Gyarados at states, alot of people are saying it is a bad idea. But unfortunately that does not matter. He is still going to play it. I can suggest different things for him, but I am not sure if anything else can be done. The strategy is easy evolve into Gyarados and with Unown P, you put 1 damage on him, Rainbow puts another damage and Galacitc HQ puts 2 damage on him. So basically T1 or T2 you are hitting for 70 with Flail that is with the Dragon DNA +30 to the damage. I have recover energy in there incase they put him under a status effect. I put 1 SF Gyarados, but have not yet seen him play it in over 2 dozen play testing. So I may take it out. It is for a late in the game comeback. He has only lost once in the 2 dozen or so play testing and that was against Leaftile played by a master. Any suggestions?
