well there is one judge that I know does not like him. this judge had been watching him and dealing with Joe's outrages behavior all day during worlds 05, and then this judge finally caught Joe cheating against me.

I have seen that judge deal with Joe in more recent tournaments to
 
(Shuffle Before Game, No Big Deal)
The during the game "Opponent" Shuffle should be frowned upon by judges for 3 reasons.

1. No Reason for it if the deck was reasonably and properly shuffled, Just cut to randominize the top card.
2. Stalling aspect is often there.
3. SNEAK A PEAK INTO THE DECK, by use of the 90 degree shuffle, a player can often see what cards they are shuffling. The player has NO RIGHT TO SEE ANY CARDS IN A OPPONENTS DECK, but the 90 degree shuffle that is common for must people, allows the player to do this. (Shuffle a deck, tell me if you can't catch glimpses of the cards)

If a judge sees a player looking down while a 90 degree shuffle of an opponents deck is being done, they should give an immediate WARNING. This Sneak-A-Peak aspects of a shuffle is almost unavoidable when shuffleing a deck, thus that is the biggest reason it should be cracked down on.

Honestly, when they do it Everytime, Judge should caution the player for Gamesmenship.

When I read the floor rules, and I do believe the right to shuffle was only mentioned at the start of the game, but some how during the game is commonly allowed.
 
I knew shuffling was allowed and once I saw him looking into it I didn't want to complain because I had no proof of it being done and it would result in a caution, but after the incident took place.
 
I think all judges do the best job they can. I mean, they cant watch everyone all the time. I think that depending on the situation you are in, you may get slightly different attention paid to any situation. I do know that everyone is trying very hard to judge more uniformly, but its still an individual decission and thats why they have the checks and balances of going to a higher level of judge in all tournaments. Its a very difficult situation to be in, trying to make it as fair as possible for everyone.
 
I've been paired against "dicey" opponents before and I've gone to the judge before the game and said "Keep an eye on so-and-so, he'll stall if he get the chance." The judges have generally jumped in during the game and said "Don't stall."

Do a little pre-emptive work on someone you know if shady. They'll get theirs.

But, on the other hand, they'll move up to Masters soon enough and they won't get away with anything.
