Assuming that you don't get a typhlosion out because your opponent keeps using catcher on cyndaquil then any deck stage 1. ninetales is fairly good, allows consistent draw power and even sometimes yanmega can't match hand size because they either don't have a judge or copycat. i wouldn't run more than a 2-2 line though.

I can see what you are saying but i really like 3-3 because it means that most of the time (depending on prizes) you can get a 2-2 out whatever
