I don't understand the question. I can't Q them, I never see them and they don't get published in an easily found area if they even are published, but it'd be nice for someone to show them to me. They would qualify as official. I didn't hear an announcement about it at Regionals, so forgive me if it was made. If there was no announcement about it, then an announcement should have been made at the start of the event informing players that a change has been handed down to the TOs that is currently not reflected in the rules.
Personally, I disagree with the way such rulings are handed down using secret FAQs and other papers. The precedent that such papers have priority over the rules as publically posted bothers me, not to mention that keeping the information inside the PTO group keeps judges and professors who should have access to such information about how to run tournaments in the dark. Despite being a professor, I feel there is little effort to get such rules changes passed to me.:frown: The best I can do is judge on the rules that are most current that I can see, which at the moment are outdated by documents not publically posted :nonono:
