Lucas should probably have 60HP, 1 retreat.
I like the PK attacks, but you should probably balance them more. Perhaps make all of them do the same damage, flip a coin, if heads, get the bonus effect? Also, PK Thunder seems more like an attack that would do damage to the Bench (20 on heads) and PK Freeze would Paralyze.
 
You sort of have the right idea. Fox has a bit too much HP. It should have Fox Illusion instead of Into the War Zone. Fox LvX should have the same stats, and it's PokePower/PokeBody/Attack should be Landmaster, and I guess because the Landmaster has different attacks, you could put those. Be sure to make it discard itself in a few turns. Also, Smart Bomb is an item, not an attack.

I know. I did not have much. I was going of the Star Fox games for the Landmaster.

Lucas has already been done. Your explanation of Frozen is the same as Paralyzed.

Lv.X's should represent the Final Smashes in the game and should discard itself after the effect of the attack.
 
For one thing, Lucas has already been made. For another, you are supposed to make the regular card have the four attacks, and the LvX have the Final Smash. Finally, it's Pokemon, not character.

Well, the format is that the first card essentially has all of the Special Moves as attacks.

The LvX Levels Up and has all of the same stats, but it has the Final Smash attack/Power/Body, and when it is used, you discard the LvX, but not the rest of the card.

That is WAY too much HP for a Kirby, and the LV.X should have the same HP, Weakness, and Retreat cost. Its attacks are all broken


Looks balanced. I don't think those 4 are his B moves, but I could be wrong. The Weakness should be the same, though.
