Depends which Cyber Stein, the very first legal ones was like a winner only promo for like Nationals or something, I think I heard of some of the very first few ones selling for thousands like $20k or so since they were really rare way back. Fastforward to now, it's not only banned in regular modified I think, but it's been reprinted as a promo at varying times.

If memory serves, it was actually a Shonen Jump contest prize.

It is a championship prize card, the original reads SJC-EN00, that denotes it being one you had to win in a tournament and not a contest (though who knows, probably a couple could've been given away as door prizes or something). There originally were only 18 out there, and while one did go up for $20k on ebay, I guess apparently the buyer reneged and it ended up going for $7k in the second sale, which still isn't bad for a card that was banned midway through that season it came out.
