Kingdra is a waste of space. If it gets popular people can just tech one fire pokemon. It could use luxray to drag it up, but that can be power sprayed, and it is just a worse Gyarados.

Even still, you swarm that sucker and you can snipe or spread 30 around how you please and use something like reversal to grab a fire type and easy snack it.
 
The set is numbered to 95, according to the text on the page showing the Legend cards.
 
I really thought they would have done Ttar, Houndoom, Steelix, Scizor and then Crobat and Ursaring (left overs). It would have made sense to put in the dark and steel prime's since this is the first HGSS set to introduce those typings. Maybe they just wanted some diversity...who knows.

I would assume the last prime is going to be Lanturn though.

I know that there are a lot of flaws with this list (especially T/S/S); however, the Pokemon lines should be fairly close, and both Roserade/Politoed help to give us an idea of how many rares/holos/uncommons/commons there will be. If anyone notices huge flaws in my list, please let me know and I will continue to update it.
 
Blastoise is #12 and maybe the first rare card. If you speak about the Steelix and Tyranitar of the two Revived Legend deck (the two of them are not prime), just think as if these deck are not a part of Unleashed.
 
The Dutch magazine also confirmed Magmortar to be #2; Metagross to be #4; Steelix #24, and Tyranitar 26. Just saying.

How do you know Blastoise is number 12? It may have been prerelease, but I didn't think the number was revealed.
 
Tyranitar and Steelix will not be holo. They are the main pokemon in the starter decks so they will only be holo in them and non holo in the set. Like how they alwaaaaaaaays do it.

All of these are either left over from HG/SS, in the Battle Starter Decks/Expert Deck Leafeon vs. Metagross, or make up the T-Tar/Steelix/LEGEND line.

However isn't it likely that we will get TWO different Metagross lines with this set. There is a metal one in Revived Legends and a psychic one in the Expert Decks.

I think that this is definitely a possibility. It is also possible that we might not see Leafeon this set, as Revived Legends has 5 Eevee-lutions. It's tough though, because it's REALLY tight, and if anything, I'm thinking that there might be MORE trainers in here (Energy Circulator, reprints). It's probably a safe assumption that the HG/SS cards missed (Xatu, Sudowoodo, Poli-line, Octillery, Fearow, etc.) will be legal for Worlds (since they've been out in Japan for a while now). If the Metagross line is in there, what might they postpone for the next set?
