There's no residency restriction for VGC events, regardless of what level the event is.

That is correct. This info has been around for quite some time, except the article is incorrect - as the battles will use the "Tournament Play" option on Black & White using the infrared on the games.
So Pokemon from #495 - #642 and #645 can be used.

And with the "Tournament Play" option, there won't be any preview of your opponent's team like the in-game infared and wifi connection.
