TV Reporter seems to constantly be "bumped" from the top draw card spot by a new comer, only to end up on top again. For example, Steven's Advice nearly replaced it... until players got smart and started watching their Bench size, and/or shifts in game flow resulted in obscenely large hands.
TV Reporter is one of the familiar "Draw 3" Supporters. Bill's Maintenance, Professor Oak's Visit, and several other cards do similar things. Only POV looks to match it for overall usefulness. Bill's Maintenance was POV done wrong (a dead card if its all you have), and the others are either gone from Modified (Juggler) or were really meant to be deck specific (Holon Adventurer). POV lets you send the card you don't want to the bottom of your deck (where our many search cards can, for example, still snag a Pokemon as easily as if it were on top), and even if not several cards shuffle the deck. So TV Reporter is better only if the discard is somehow better. I can think of two reasons why discarding can be better:
1) Combo-related effect: Firestarter Blaziken, for example, wants Energy in the discard to attach to Benched Pokemon in play with said PokePower.
2) You run lots of TecH or other "specific counters: leaving them in the deck is just clutter to draw into again later.
A third kind of Supporter appears to be emerging that may soon rival the "draw three with a negative" cards, the "draw two with a bonus" cards. Team Galactic's Mars still nets you two new cards, plus a shot at the opponent's hand. Random though it is, a little luck or a well thought out deck can capitalize upon it. Island Hermit reveals two Prize cards then lets you draw two. While less draw is less of a chance to get what you want, a well made deck might be better off with these "small" alternatives to a third card drawn. Otherwise there are plenty of "shuffle and then draw" effects, and Pokemon based draw is once again easy thanks to the return of Delcatty with Energy Draw.
In Unlimited, I prefer to run shuffle and draw card Supporters, namely Prof. Oak's Research. The last few times I played Modified, I learned that you can't be as reckless as in the past: the more you discard, the more vulnerable you'll be. Also, given the high utility of cards in Unlimited, cards like POR are often "shuffle your deck and draw five".
TV Reporter can still be a pretty solid draw here, but you're probably better off with straight up Bill usage. The original Bill, not the nigh unplayable stuff like Mail from Bill.
In Limited, if you pull it, you run it, as you would with most Supporters but especially draw and search power.
