70 HP is good for a basic. The lightning weakness is a sad pain, and the retreat cost is average.
Suicune's Poke-power lets you grab up to 3 :water: Pokemon from your discard pile when you play Suicune down onto your bench. The :water: Pokemon then go into your hand afterwards. Its attack, Cure Stream, does 60 for three :water: energy, which is sadly not a very good energy cost, and it reduces 20 damage from the defending Pokemon's attacks. Well, nice recovery power, but the attack is slightly disappointing.
Overall 4/10 in modified, 7/10 in limited, and 3/10 in unlimited
In modified, this card is rather decent, but it is all thanks to the Poke-power that is. The power is a great addition to many :water: decks since it can effectively grab some of your :water: Pokemon out of the discard. Because of this, it can be a nice addition to Gyarados decks, where it can help to bring back at least 1 Magikarp and 1 Gyarados that got knocked out during your opponent's last turn. The attack, however, is disapointing. Yes, it provides decent damage and has a decent effect, but the energy cost is not that good, but that isn't the only problem. 70 HP makes it a rather easy target to get sniped, and power lock can easily go through it. Furthermore, Luxray GL will easily take it down via weakness. Thus, be aware about that when using this card.
In limited, this card is much better here. The power comes into humongous help when many of your water Pokemon are in your discard pile late game. Furthermore, there isn't power lock or sniping going on, so this card is relatively safer to use in limited. Of course, once again, the energy cost is bad, but for once, the attack can be decent in a format like this. Indeed, Suicune is one very good addition for any water deck here.
In unlimited, this card is slightly below average. Lots of power lock here will take it down, and the lightning weakness can also be a pain once again. The HP is once again a disappointment, so it is an easy target; yet, Suicune still has its uses for its Poke-power. In fact, with a lot of good :water: type Pokemon here, Suicune can be a great recovery card for them here, so that's why it doesn't a very low rating in unlimited in my opinion.
