His ability is rain dance and his attack is hydro pump.

Yeah, Computer Search is looking like it would only grab 1, as Yoshi points out. Any light to shed on this?
Not the most splashable card though. A Stage 1 with a minimum of a 1-1 line is easy to put in.
Ditto seems like a total waste of deck space, 2 cards to play a basic from your hand seems ridiculously dumb. If he made a copy of a benched pokemon or even an opponents basic he would be awesome.
Base set Blastoise for the win. Keldeo EX, Blastoise and Shaymin UD would have been a great combo.

Imagine putting a Darkrai EX on him. Then when the opposing Terrakion EX comes out, you put a Kyogre EX on the Darkrai EX (if it works like that). That's not so useless, right?

Ditto is awesome, you can prepare a Pokémon before the opponent knows what it actually is. And if it is ruled like similar cards in the past, you can play Ditto, wait a turn, then put a basic on it and immediately evolve or rare candy it.
Sure you can change that after you transformed it? Then it's even better. =)

Quick breakdowns. Also, Joltik and Galvantula are messed up. Joltik has an [E] energy cost and Galv is not fully translated.
Tangrowth: Power Creep much? 20x wasn't enough so they bump to 30x. No grass energy excell as of now so forgetable.
Celebi: Situational as all get out but LOL PASSING WIND.
Levanny: Stage 2 Umbreon? no thanks
Liligant: Decent addition to other Liligants. Draw power is ok, but nothing special.
Camerupt: Too heavy an energy cost.
Blastoise: Keldeo is now good and Rain Dance is never a bad thing.
Golduck: Cute card. Can annoy some big retreat cost Pokes and one shot Ho-oh/Entei/Groudon ex in one shot, but meh
Swanna: Psyduck and Ducklett sharing a set is well worth this card sucking.
Keldeo: All up on Blastoise's shell, nice artwork.
Electivire: A worse Kyurem with less hp. May work with Eelektrik and Dusknoir.

Ditto: I....I literally don't understand what this does. I can just play basics on my bench normally. It will depend how much Ditto is "treated as" that Pokemon i guess.
Dunsparce: Well hello there. No damage from Abilities? That's new and interesting. SHame it does 10 damage, but decent draw support that isnt Virizion. Except there is Virizion. So no.
Exploud: YES YES YES YES YES YES. This screams (literally) "screw you Black Kyurem!" He can discard the Spec Item, or one shot him even with it. Round just got meta.
Delcatty: Same as it ever is. But, it is technically energy acceleration for Fighting deck and that Swoobat list i mentioned earlier could find use for it too.
Watchog: Possibly best art ever. I love how he is starring angirly at his own name. Horrible card, but i want lots of RH's of this guy for fun.
Stoutland: Looks like someone's tired or playing around. Vileplume's perfect pet, come just too late for its own good. With access to much better Lilipups and Herdiers, and Darkrai to give it free retreat, this guy is definately viable.
Bicycle: I hate trainer based draw. Horrible for the game. Obviously an amazing card.

Skyla: Much better with ACE Spec stuff, but still meh.
Asperita: I thought it was an attack too at first haha. Will be good in monocolor Round (Exploud and Wiggly) and good with Stoutland.

1-0-1 lines are techs, you don't need them for your deck to run. Don't know how long you have been playing, but 1-0-1 lines were good even before Azelf was released. The only reason why they are bad right now is the new Rare Candy rule, combined with Catcher-
