Are Promo cards and Alternate Art Cards going away?

Victory Medal is a playable card.
I'm surprised it's not used more.
Especially in decks that have the trainer draw engine.

It's because there are relatively fewer of them (than cards from packs) and the people who get them either hold onto them and they don't see play or trade them to a collector for hot deck cards where they also see no play.
