The Legend Pokemon are, without a doubt, some of the best examples of artwork on the cards. The artists should draw that way more often. It gives the game a more impressive feel.
the card with the most amazing art imho is lugia legend. i just love the fierce/demented expression on lugia's face, and the way it looks like it's lunging right out of the card/water at you...

Oh, I didn't know you were actually complaining about Ken's art. You're entitled to your opinion,but I think you're in the minority. I personally think his stuff is great.
I'll go with DarthPika on this one. Ken Sugimori's art, as DarthPika put it, is concept art, plain and simple. It's the base of what the pokemon looks like. No one should expect to be impressed by it. But in this thread, asking about the best and worst, the connotation is what artwork impressed us the most and what artwork was the least impressive. Diverging from DarthPika's opinion though, I don't think that singles it out for being the best or worst, but it definitely falls into the "less impressive" category.
Drawing from SD Pokemon's opinion about Lugia LEGEND, Emerald set had quite a few "fierce" looking pokemon, including Spoink (

The E-sets, particularly Aquapolis and Skyridge, have always been synonymous with great artwork to me because of the theme that runs through them and how the pokemon are incorporated with the background. The Donphan (
http://pokegym.net/gallery/showimage.php?i=47870&c=107) is a nice example. See how you can see the damage it is causing? It's really a part of the image instead of just placed there. And then there is Umbreon (

I also like Yanma from Neo Discovery (

And then there's Gardevoir from SW (
