Most all of the Pokemon C have amazing art, Spiritomb C being one of my favorites. All Gengar art looks good as well.

My all-time favorite is probably Feraligatr CL. It looks incredible.

Tangela CL also looks awesome. (No art on Pokegym. We need to get some scans.)

Both Roast Reveal Ninetales look good too.

Also, I like the clay figures, as long as they're supposed to be of cute Pokemon.

As for my least favorite, It'd probably be Eevee and Tyrogue from CL. They look bad.

I will bet you that Feraligatr took less time to make than the 3D Combusken earlier noted, interestingly enough. Not an insertion of my opinion, but general food-for-thought.

The Legend Pokemon are, without a doubt, some of the best examples of artwork on the cards. The artists should draw that way more often. It gives the game a more impressive feel.

Constraints on the available artwork. I used to do a lot of visual art work, especially freelance work, and the system is generally that if you have as much freedom as these guys are likely allotted, you likely punch out a series of works on a single pokemon in a given time slot.

The onus, thereby, doesn't fall to the artists' fault, but rather those who choose the image to be the most appropriate. Usually for works there are multiple concepts drawn - especially if it's as vague as 'draw a Turtwig in Autumn' - and then those are submitted. The studio then decides, based on a variety of factors that aren't privy to the artist and designer, on the 'appropriate' work.

Likewise, the more specific the requests, the more definitive you may hate or like a particular artist. The Legend Cards, for examples, are high quality because they likely have a more stringent set of requirements and given the setup of these cards in terms of the intended collector value, it was obvious that they wanted the artists to make them look more complex and impressive.

Doing so continuously is hardly economically feasible, nor even wanted: such a disparity in the style creates a sense of vibrancy in the sets, regardless of whether you like it or not. Artists rarely prefer homogeneity to the spontaneity of differences, which is also another reason why.

the worst hmm... shining magicarp because i HATE magicarps cause they only look like their dying from flopping on the ground!!!!
 
This is annoying me: the PokeGym scans that everyone is linking to are all very low-quality. It's harder to get the full impact and details of card artwork from scans that look like someone bought the first scanner ever made at a garage sale and then compressed them to the point where they look nothing like the card. I'm not saying anything against the usefulness or usability of the PokeGym scans, it's just that in a thread like this the discussion would be much better if people were looking at accurate, sharp, and vibrant scans like those found on PokeBeach. Beach's scans are probably some of the best I've seen.

Back on topic, I have a lot of favorite card artwork and it's hard to name all of them off the top of my head. I like Yuka Morii's clay models in general (like this Bronzong from TR), but I can't say that one of them is my absolute favorite card artwork ever. If I had to pick one right now, it would probably be Dusknoir Lv. X since it's very colorful and it almost looks like it's reaching out of the card. And, I like Dusknoir.

As for worst...well, I wouldn't say that any were/are actually bad per se, but some of the base set cards with the old Sugimori artwork aren't exactly visually appealing and border on ugly: for example, this Poliwrath could have been colored better.

I think any of the E series could be considered the best in terms of art, but I've always been particularly fond of Expedition. There are WAY too many cards in the set, but the variety of art is kind of astounding:

For worst, someone already said Viridian City Gym but I have to second that. It's so ugly.
 
Relic Hunter ;) But in all seriousness, I have always really liked the original Base Charizard - something about that card always seemed awesome. Gotta agree with Ninetales ex as well!
 
When I first saw Relic Hunter, I was like O.O...Pokemon actually printed that? BUt then I was like "Oh, WoTC. Duh."
 
I've got to say, my favorite artwork is done by Suwama Chiaki. My favorite by her is a Japanese exclusive promo.

As for worst, I do agree that Most of Ken Sugimori's is horrible. However, the ones that he actually does for the TCG, and aren't just stock artwork are pretty epic. Sadly, the Charizard that i'm thinking of does not have an image here. It's a reverse holo only from the Neo 2 premium file found here.
 
The cards that use the little clay figures for the picture have the worst art of all Pokemon cards. They're so awkward looking it drives me crazy. All of you saying Ken Sugimori's artwork is the worst clearly are just hating for the sake of hating. I mean yeah, his artwork is boring compared to some of the other artists, but it's not as bad as those clay/plastic/whatever figures.

haha i completely disagree. to me luxray gl lv x looks like a stupid monkey dog on the lv x. it just doesnt seem right. whereas shining magikarp is my favourite pokemon because of how pathetic but awesome it is, but to each their own.

my favourite card art right now is the magikarp from call of legends becauise of the contrast between it struggling in the wave and the gyarados from the hs trainer kit crushing a wave.

the non shiny lugia from call of legends is incredible too. so is every other lugia that looks epic and vicious
