The question is not why don't they give it NOW, but why didn't they give it when they were allowed to

yes, that was what i was wondering. perhaps they did it on purpose, after the liscense was cancelled, they slowly (or swiftly depending on where you live) kill the international support by not allowing prize support into the country, hoping that international sales for pokemon under Nintendo wouldn't be very good.
