So if I start a new game on my Heart Gold, at what point in the game will I be able to receive Mew via Mystery Gift?

You should be able to obtain it immediately after you get the pokedex.

Woot, thanks a ton, I wouldn't have known this event existed, or that I could/had to delete a space on the card(any negative effects of that?). I got a Jolly one, and testing it's ivs now ;3
