Getting the most out of a scramble energy.

It's queen. Firstly, she gains power when other pokes die so scramble seems logical. At battle roads my Scrambled queens were dealing 100-120 (ran with gatr) without discarding those energy.

Gatr d - 70 to 100 depending on the number of gatrs, or 30-60 to anything on the bench.
Typhlosion d - 60 + burn (Interesting card)
Nidoking d - 60 + snipe for 20 if you want
Ampharos d - Up to 80
Walrein mt - 70 + optional paralysis

I would never consider a pokemon that has to discard the scramble to do damage, over a poke who may max at 70, but can attack twice with the same scramble.

So for your listed pokes, I would definately say Empoleon is the way to go.

Then Magnezone would take that does 80 damage.

I agree with your point, but would like to point out that Magmortar is the king of this strategy (attach Scramble, do 80 damage twice)
