I have almost no idea about IV's but I am proud of my bold natured raichu that I hached from an egg that knows volt takle and its stats are: HP94 AT70 DE58 SP.AT85 SP.DF64 SPD86 at level 36.
(also i have a pikachu that has a nature that i only have on of. it has a bashful nature.????)

Actually that raichu is pretty dang good, too bad you wouldn't have ev trained him lol His IV's are for your info: 15, 24, 25, 31, 5, 26 Those are awesome IV's for raichu to have since SPATK and Speed are his best stats.

As far as i know IVs can be inherited from parents too. And a pokemon always inherits some IVs from parents. Sometimes 1 of them and some other times more. Not 100% sure how much they can inherit though.

3 are inherited. Sometimes, they overlap, making it look like less than three were passed, and sometimes the baby's own random IVs are one of the parents, making it look like more than 3 were passed.

I started hatching charmanders for a shining, and I got this little bugger first try

The latios was indeed hard to get. The snorlax i used this IV set:
15117F -31-BB-AA-21-31-AA
ALL OF THIS I AM ABOUT TO EXPLAIN ONLY WORKS IN EMERALD AND NOTHING ELSE
The parent i put in first is AA, in this case it passed Speed and Defense
The parent i put in second is BB, in this case it passed Attack
The 31 HP, 21 Sp.Atk, and 31 Sp.Def are all the "Random" numbers.
So parent AA had XX/XX/31/XX/XX/0
So parent BB had XX/31/XX/XX/XX/XX
The randoms are 31/XX/XX/21/31/XX
Giving me 31/31/31/21/31/0
if parent AA has 31 speed, you could get 31/31/31/21/31/31
Here is how it works:
"Ah, it's you!"
"We were raising your Pokemon, and my goodness, were we surprised!"
"Your Pokemon had an EGG!"
"We don't know how it got there, but your Pokemon had it."
"You do want it, yes?" (Select Yes option)
(insert your character's name here) received the EGG from the DAY-CARE MAN.
"Take good care of it." <---- It is after this line is gone that the egg's IVs are generated.
So here is what you do:
1. Have your DS/GBA ready, saved in front of the old man.
2. Place a stopwatch or cell phone with a stop watch, etc. next to your DS.
3. Push down Select + Start + B. Hover over A and "Go" on your stopwatch.
4. Push down A and "Go" at the same time, effectively starting the stopwatch as soon as you Soft Reset.
5. Press A as quickly as possible. Get to the "Take good care of it!" screen ASAP.
6. Wait on that screen until you reach the desired time.
7. Press A to FINISH the conversation with the old man at the same time you press "Stop" on the stopwatch.
Remember, the gender and ability are generated before you pick up the egg, so to make sure you get the right gender and ability:
- save in front of the egg guy
- hatch the egg
- if it is not the ability you want, wait until he gets a new egg and repeat step 1 and 2
When i say 2391F, the F stands for Frames. 60 Frames = 1 Second.
So 2391 Frames = 39.85 Seconds
