Ignatious was trying to make is that it gives up your Supporter for the turn to grab only one Trainer and not Supporter +
other Trainer. That may seem odd, but not if you played the game during while
Scott was popular. At first glance
Scott seemed pretty pointless because it could only grab up to three Supporters, Stadium cards, or a combination of the two.
Indeed,
Scott actually debuted in
EX: Emerald, the reprint/filler set for that period; this coupled with it debuting while
Pidgeot (
EX; FireRed/LeafGreen 10/112) was legal made it seem pretty underpowered. I don't recall if Stadiums had quite as many restrictions on them at that point (e.g. once-per-turn, can't play a Stadium with the same name) but even if they didn't, there aren't that many Stadiums you'd want to play multiple copies of in a turn, anyway.
Scott proved useful in large part due to the game having important "Stadium" wars. This was a format where several popular decks and even supporting Pokémon could be really messed up by the correct counter Stadium. Using one
Scott to get another
Scott and two Stadiums, then using
Scott again next turn while going for a draw Supporter and two more Stadiums wasn't uncommon.
Skyla would be very potent if she grabbed up to two Trainers.
