Yes, POP 5 will be legal for Modified tournaments on March 11th, which of course includes the State Championships held that day.

A quick reminder after someone asked me about it:

Don't forget to set your clocks ahead an hour on the night of March 10th for daylight savings time! We wouldn't want anyone showing up to the tournament n hour late now!
