It's when you press the shield button right as you're being attacked, and you take no damage. You get knocked back a bit and this space sound-effect goes off, and a white star-looking thing appears next to your character to show that you power shielded.
 
To expand on what SuperWooper said:

Power shielding is when you shield while an attack is WITHIN the range of your shield, but BEFORE the attack touches your body. It'll negate any physical attack, and deflect projectile attacks.

So, in effect, you can deflect a Samus Charge Shot using powershielding. (which I've actually done once)

You'll notice that Lv 9's do it often.
 
I've noticed. I never knew how they did that, because it seemed to be indestructable and they took no damage or side effects. Thanks.
 
^ I have done that lot's of times. It's hard, but if you can do it, you can really shock someone with their own item. lol

The in-game color change news is really exciting, and so is that Virtual Console assist trophy :D

I'm a Pikachu/Link user.

I hope that they add Cosmic Mario to Mario's alternate costumes, along with the cool sunglasses and beach shirt that he can get in Sunshine.
