Obviously, you don't know the difference between a Power and a Body. A Power is something you use, and you have a choice, such as drawing, moving Energy, and evolution/Benched powers. A Body is something that is always used, whether you want it or not, and has effects such as invincibility to something, damage reduction, increased damage, removing damage counters, and increasing the opponent's Retreat Cost.

I will now attempt to reword your BODY and attacks.

EXCUSE YOU, SIR! I have been playing this game for more years than you and I well know the difference between Powers and Bodies. The only thing YOU didn't see about my POWER is that it gets shut off whenever a Special Condition gets inflicted, not jsut Sleep, Para, and Confusion. Last I checked, the major difference between Powers and Bodies were that one got turned off by Special Conditions and the other didn't. Lemme double check...

PokéBody: Dark Pressure

As long as Candice's Weavile is your Active Pokémon, the attack cost for each of your opponent's Pokémon's attacks is * more for each (D) Energy card attached to Candice's Weavile. You can't add more than ** in this way. This Poké-Body stops working if Candice's Weavile is Asleep, Confused, or Paralyzed.

Umm, since when did I say my card had to be active to activate its Power?

(W): Black Ice (20+)

Does 20 damage plus 20 more damage for each (D) Energy attached to Weavile but not used to pay for this attack's Energy cost. You can't add more than 80 damage in this way.

This wording is better than the previous one and will be replaced on the card.
(WD*): Dual Blizzard (50+)

Does 50 damage plus 20 damage for each of your Pokémon in play that either has two types or has Candice in their name and a Pokémon under it of a different type.

This wording is MORE confusing then the one I currently have.

The card gets +20 for each:

--Dual type in play.
--Candice Pokemon in play that evolved from a type different then its own (i.e. A (W) Weavile evolving from a (D) Sneasel, (P) Medicham evolving from a (F) Meditite). This takes out any dual-type Candice's Pokemon, as they should have evolved from a pokemon that shares at least one type with it (the set would be designed so that this was possible).

As such, I think my wording is the best currently of those offered, so it stays.

Dual Blizzard is still wierd, especially when this Weavile card itself isn't a Dual Type.

See my example above as to why Weavile will still get the +20 boost.

Are you saying that Candice's Sneasel is [D]? That would help to make sense. Of course, that would make it generally 70+ for 3 Energy, which is better than I've seen on some Stage 2 exs.
Now, if you're saying that Dark Pressure is swarmable, that's just broken. If you have a Weavile from Secret Wonders, you can get two bonus [D] Energy every turn, so your opponent needs two extra energy every turn. I already thought it was broken.
Also, the fact that its a PokePower makes... no sense at all. When your opponent attacks, you may make your opponent pay more energy? Lets say they have the regular amount of energy they would need. They attack you. You use the power. They can't use that attack anymore. Wow. Wouldn't you always use the power? That is basically saying that they need more energy. Why not just make it a PokeBody?
Finally, the term dual-type does not exist. It is only used by players, not the cards. The true thing you should say is "Pokemon with more than 1 type", from Mew from Holon Phantom's Type Shift. Also, why does it say, "that evolves from a Pokemon with a different type"? It should say, "that has any Pokemon under it that is a different type than itself".

Alright, to prove my Power/Body theory wrong, all you have to do is find a PokePower that isn't optional, or a PokeBody that is.

Oh, and one more thing about the brokenness of Dual Blizzard: Compare it to Nidoqueen RG. Nidoqueen was 40+10 for each Evolved Pokemon you have in play, or 50+10 for each Benched Evolved. This card does 50+20 for each dual-type/Candice Evolved Pokemon you have in play, or 70+20 for each Benched Evolved. Nidoqueen maxes out at 90. Weavile maxes out at 170. Seeing how easy it is to search for basics and evolutions (Mentor, Celio, Bebe's, Elm), it seems easy to get at least 2 on the Bench, causing a 3 Energy 110 attack. Broken?

The first attack needs to be capped at 60.

PokePower: Dark Pressure

When your opponent's Active Pokemon attacks, you may have it pay (*) more to attack for each (D) energy card attached to Candice's Weavile. You may not add more than (**) to an attack using this Power. This Power stops working if Candice's Weavile is affected by a Special Condition

(WD*): Dual Blizzard (50+)

This attack does 50 damage plus 20 damage for each of your evolved dual-type Pokemon and Candice's pokemon in play that evolves from a pokemon of a different type.

Flavor: Weavile's have always defended the rights of dualistic Pokemon. Candice just provides the forum to exhibit their excellence.
 
Two more things:
1. Energy-adding attacks are usually capped at two-Energies worth. Capping at 100 is overkill.
2. IF it were a power, then it would have to say, "This power can't be used if Candice's Weavile is affected by any Special Conditions.

Now your Poke-Power is a Poke-Body.

A Poké-Body is an effect on a Pokémon that is always active, as soon as that Pokémon is in play. The effect of that Poké-Body lasts until the Pokémon leaves play.

Poké-Powers are on Active and Benched Pokémon, that you must choose to use. On most powers, if that Pokémon is effected by a Special Condition, you can't use its Poké-Power until you remove that Special Condition. They could be activated once per turn, as many times as you like, or when you play it.

Your 'power' does not use the word 'may' and is therefore not optional, and is therefore a Poke-Body.

Say, why doesn't :colorless Resistance make sense? x.25 Resistance to Normal, x.25 Resistant to Flying, and x.5 Resistant to Dragon. It makes perfect sense.
