I don't understand what a card being released has to do with what grade it gets.
I have various speculations on that point, since I have spent quite sometime with PSA on the phone having them explain why this is so. The card they say must have been available at one time to the general public/market-place which is lame if you consider that there have been trophy cards graded in the past and those have never been available to the general market place or the public only to the winners and high end collectors. The card must have also have been published from a reliable source and forum sites in PSA's eyes are not unless maybe every single administrator/moderator on the Gym with an unanimous response verifies the authenticity of the card I purchased but that's doubtful. Also back in the day PSA graded allot of semi-rare to ultra-rare pokemon cards and the only thing they relied on I believe was the physical structure of the card which caused great confusion since there were cards that they graded more than once and labelled them according to the sender; so the same card would have a different header. Though that is also a poor excuse since the sender must fill out some paper work giving the accurate description of the card. In conclusion/confusion third-party grading companies work in mysterious ways.
