Not for Modified, no.
Notice that the cards in those decks retain their original set symbols.
 
Where can I find a list of the black star promos 027 and up? I know I am missing some for my collection and want to verify what they are. Thanks.
 
Because the set symbol is a little black star with the word Promo written over it.
Have you not seen any?

Promo cards made by PUI (ie. after Skyridge) have three digits.

The older WotC promos do not have thee digits.

I just want to say that this is an excellent and extremely helpful list for new players (and any player who doesn't know which series all reprinted cards originally came from, and which old cards are legal). I made a link to this topic from the official Norwegian Pokémon website's Modified format description, I hope you don't mind. :)
 
I see atleast 3 Items off the list...

Celebi, Suicune from the Black Star from WOTC...

Also For the Holo Energies, I believe those are the WOTC ones?? I dont think Multi was a WOTC card but rather it was Rainbow...

There is a PUI holo Multi promo. As well as Darkness and Metal.

I'll be updating the list this weekend with LM and the new promos.
