Sorry? You mean, can you evolve in to a Pokemon V through methods other than playing from the hand? As long as they have an energy attached, yes. UPDATED TEXT FOR V RULE:

Pokemon V rule: All energy attached to this Pokemon provide every type of energy, but only one energy type at a time.
This Pokemon can only evolve from a Pokemon that has at least one energy card attached to it.
If this Pokemon is ever an unevolved Pokemon, all of its attacks cost [C] more.

I also changed the "Baby Evolution" power on Munchlax to match up with this rule, and I also added limits to card creation. PLEASE check the list above for information on what cards can and cannot be created.
 
It's only twice as good as Noctowl/Dodrio, and it's complete sniper bait.

As far as trainers/supporters, stuff relating to either competitive battling, or generation 1 is good. Such as Life Orb, Repel, Black Sludge, IV Checker, Day Care Man, etc.

How much HP do those fossils have? Your cards did not say. And, I think Gastly's ability does not make sense. When worded in that way, it would negate attacks having an effect on Gastly. Ghost Form sounds like it would only affect attacks that do anything to Gastly, as if it went right through Gastly's gaseous form. How about,
Ability Ghost Form
Whenever the Defending Pokemon attacks, your opponent flips a coin. If tails, prevent all effects of that attack, including damage, done to Gastly.

Good point, I'll fix that. Nice cards. I'm kind of pressed for time right now, but I'll take care of Gastly and the Fossils.

IN THE MEAN TIME, TRAINER:

Professor's Gift - Trainer - Item - Uncommon

If this card is in your hand at the beginning of the game, before you put down your Pokemon, but after you put down your prize cards, you may discard it, and search your deck for a basic Pokemon, show it to your opponent, and put it in to your hand. Shuffle your deck afterward.

I got rid of my Water Pulse.

I was going to add an attack to Mime Jr., but it was late and my computer got pulled out from under me.

You didn't have do make Water Pulse, but if you want to keep yours that's fine.

Oh, and you meant to give the Blastoise line 2 abilities? Just confirming because if I can use 2 abilities, that gives me some ideas.

You may want to check Charmander's Ember, Blastoise's Hydro Cannon, and the fact that you made 2 Solarbeams.

If no more Psychic lines are added, Mewtwo and Mew can be made. If you have 1 more water line, the legendary bird trio can be made. (Possibly another colorless line would work. 3 colorless birds that have the ability to change type with an attached energy.)

Thanks for the help, I'll edit those mistakes out. Two abilities is fine.

I'll add another Water line, and I'll make Mew V and Mewtwo V. Won't that mean you won't be able to make the Mr. Mime line, then?

Lickilicky is hugging a Psyduck... with it's tongue. Huh. The Psyduck looks normal for a Psyduck. This card is drawn in the same style as that Shellder. I made with the Psyduck in the picture.
"The long tongue is always soggy with slobber. The saliva contains a solvent that causes numbness."

Good Pokemon, I would rather have Clefable Double deal 10 damage to itself for each energy attached. Escape Rope seems a bit bland, if we run out of room, I may cut it... As far as trainer cards are concerned, we're only doing RBY, so no Vs. Seeker, and no Tools, because there were no hold items in Gen 1. RBG supporters sound fine, I'll take care of the Stadium. Thanks so much for your help.

Reveal the top three cards of your deck. Add one to your hand, place one onto the top of your deck and discard the last card.

It is a picture of a map of the Kanto region

Search your deck for a Stadium card, reveal it, and add it to your hand. Then, you may discard the Stadium card in play, if any.

Is that better than Escape Rope?
