What do you believe is themost under rated card in TCG history?

For the first game in the series, right? You know, that doesn't have Challenge, Computer Error, etc. ;) Not seeing it. My own experience has shown me that it is a great card, but definitely not the best strategy even just versus the computer. The problem occurs against specific decks. Even when not trying to spam the Pokemon Power and just rely on the attack... sometimes the attack refuses to hit the opponent's Defending Pokemon enough. This leads to something big taking down Zapdos. As I am playing the version released in America (the first of the Game Boy Pokemon TCG games) where the only way to rescue a Pokemon from the discard pile is with a lucky Recycle and it takes three turns to Energize said Zapdos to attack, much disruption happens. >.> By no means am I saying that Zapdos is bad. I am just explaining why I can't call it the best strategy even for facing the computer in a "legit" manner.
 
Luxray LA.

Expert Belted Plasma OHKO'd any played SP lv.X, with a plus power, it had the ability to one shot Gyarados. Shock Bolt is a boss as well, and can be built up easily thanks to Shinx LA, and Plasma recovers your energy. 120 HP as well, and Dialga resistance.
 
At the time, when stadiums we're still trainers, ATM [ICE] was a very underatted card imo. I used that card in my Victreebell FRLG/Weezing DX/Dustox RS deck to secure me 66th in the 2005 world championships. Also took card of the other attaching trainers as well. It help offset my lowered damage outputs of the deck until I could get the weezing/victreebell combo off...and took most opponents offguard.

When Luxray LA was released, the two dominant decks were Kingdra (Lightning Weakness) and AMU (basically a deck full of LV X). Theoretically, this was the best environment possible for it to be successful . . . and yet it wasn't, despite players trying to make it work.

More of a fail card than an underrated one.
 
Gyarados from Stormfront, at least up until the time that Fabien did well with it at Worlds. It's amazing that a binder card that thousands of players paid no attention to could become a Tier 1 deck, and nearly win the World Championships.
 
After some irritating debates trying to explain what "Haymaker" is and how it dominated the earliest days of the game, I am thinking Energy Removal and/or Super Energy Removal are underrated... there's a reason in the earliest days of the game you ran cards alongside Energy acceleration or capable of attacking for a single Energy!
 
Alakazam Expedition during the 2003-2004 format by a long shot. When you are effortlessly beating the top two decks in the format (Blaziken, Gardevoir) consistently, and going 50/50 or better with the third best deck (Swampert), you have a true-blue metagame buster on your hands.

So I ran into a card last week while playing the online card game that I can't believe hadn't received at least a little play before catcher was released. Heartgold Soulsilver Hypno allowed you to flip a coin before each turn. If heads the defending pokemon was put to sleep. His attack did 30 and 10 to the bench for a psycic and two colorless. He may not have been used to attack much, but I would think his ability would have been popular in disruption and slow building decks.
 
Well i think the curse gengar was the most undreated card of all time. The curse gengar was good in every format it was in and it was lethal with expert belt.

I always though Electivire DP didn't get a lot of love when it came out. And even more so when the lv X came out. 120 was a lot to shell out back then.
 
Some underused cards I played that I think should've been much more popular:

Kabutops NR, Slaking RS, Meganium ex, Sceptile ex d, Alakazam MT, Reuniclus for 2 months lol. Pidgeot d was a card I couldn't get to work, but I feel like should've been great. Swoop! Teleporter was played, but I think people forget how good it was. It just opened up so many possibilities. You could make an argument for many cards in every format.

I used Pidgeot d. Was the best card in my deck next to my attackers and the lightning type always helped.

But I think, Zangoose PL, Moltres ex and Articuno ex from FRLG were really underrated. I used them in my deck with all the ex Pokemon in it but I loved them. Just the ability to swap pokemon and move energy was good.

I made a deck based on Zangoose PL just to beat Luxchomp.
 
tropical tidal wave(2010 worlds promo card) i haven't heard one person mention how overpowered its going to be yet especially for decks other than dragons
