Well Swampert doesn't have any good attacks, so it's definitely not the next ludicolo. He might draw you an extra card, but he's about useless otherwise.

And without Smooth Over, I fail to see how Swing Dance (or whatever it's going to be called) is any good.

About the only thing it works with is P2 Celebi ex. And even then, that's laying down a Pokemon every time you want something out of the discard...so it doesn't hold much weight.
