ONBS has no elevator to The Under, the latter of which is not accessible in XD: Gale of Darkness in any way, shape, or form.

Gateon Port is another new area in XD: Gale of Darkness. It's from there you'll set sail on a robotic Pokémon-shaped boat (whose land-based counterpart Chobin hijacks for himself) for the final destination of the game, an island that has a literal [OOPS!]load of Shadow Pokémon to snag.

Search your hand or discard pile for a Pokémon with Cipher in its name that has a type (color) that is not {P} and put it onto your Bench. Treat the new Benched Pokémon as a Basic Pokémon. If it is a Stage 2 Pokémon, put 2 damage counters on that Pokémon.
Note on the Cipher boss II Trainer cards: In this set, no such card can search for any Pokémon with Cipher in its name. All of the <boss> II cards in this set, where <boss> is the name of the person on the card, either the card will have a certain type that cannot be searched as monotype (these cards are worded such so that you can still search for a dual-type {P}{M} Metagross using Lovrina II as an example), or the card will have a type-numbering restriction (i.e. searching for only single-types or only searching for dual-types), and can search for any other card in their team. This difference is to avoid literally having 28 cards (counting Evice II from Cipher/Snagem Threat, which is the card that can find any Pokémon with Cipher in its name) with the exact same effect in a deck.

Note: Let me clarify on how Multi Dragon Dance works. When you use Spiral Crush on your next turn, the damage becomes 70 damage plus 40 more damage for each heads to the Defending Pokémon.
