Maybe your thinking of Mightyena PT. Also I disagree with you. They both have 90HP, but Seviper is a basic pokemon. Seviper also does more damage with it's attacks. Sure Mightyena doesn't need energy to attack, but I think the fact that it needs to evolve makes it run a bit slower, if not as fast.

This format is also full of DialgaG LvX if I recall correctly. I do see how the energyless would have it's advantages though. The seviper combo does leave a lot of room in the deck, so why not have both in?
