I know but not everyone can afford singles. We have to think about everyone else. The boxes need better pull rates.
As someone else already pointed out, Pokemon has absolutely no reason to listen to your complaints about individual pull rates. They can do whatever they want, and besides, I think the very playable PROMO TIN EX CARDS more than make up for any issue with UR distribution.
Besides, Pokemon was made to make money. The TCG was made to make money. Making the URs unpredictable may have some kind of effect on booster pack sales - positive or negative - and therefore have an effect on the MONEY the company gets. Companies generally like having more money, and generally dislike having less money. Vaporeon, as a consumer, you have a legitimate way of sending Pokemon a real message and not buying booster packs, thereby reducing the money that this money-wanting company draws in. Then you could use this money to buy singles and get the cards you actually want!
Of course, perhaps knowing my perspective on the matter whould help illuminate my rather dry and unforgiving tone, I could buy two bozes of each set that comes out, maybe more if I wanted to. But I don't. Why? because buying singles is SMART. I do not own an ebay store, I am not a collector, I only care about card playability. I do not want 20 Zebstrikas, 45 Yamasks and 1 chase card that I could possibly trade to Drooling Joe for his 1chase card; I want 0 Zebstrikas, 0 Yamasks, and the right number of chase cards X, Y and Z. My time is valuable, and I do not want to waste my time on stress associated with the luck of boosters. I'd rather be upset about things that actually matter, like work or family issues. Furthermore, I do not desire to have significant backstock of cards that might find themselves being used as coasters, hotpot mittens or emergency bathroom supplies, but that's what I get in most booster packs. So unless I buy one of those tins that come with 4 packs, I just don't buy packs, and I highly recommend that you do the same if you're unhappy with the current pull ratios.
Also, instead of buying 4 Pokemon Catcher @ $15/ea, buy packs of that set until you pull 4 catchers and let me know how that works out for you. You'd need to pull an average of one catcher in every four packs in order to spend the same as buying them individually. (Maybe 1 in every five packs is a bit more reasonable, just in case you pull some UR or something).
