fine, ran some calcs JUST FOR YOU. Max Attack Garchomp (adamant, max IVs, full EVs in attack) using Dragon Claw against Glaceon (max Defense with neutral nature) deals between 42 and 50%. Assumes 0 HP IVs for Glaceon. Still returns the KO, and has a fair chance at surviving even after Garchomp's Swords Dance.

I would run a couple Lost Removers in Luxchomp. They're not necessary for Dialga (though they help); I prefer them for Machamps, if they're still out there, and Gyarados.
