General strategy here is to use Crobat G's to place damage counters on cheap threats/pre-evolved guys, and to swoop in and take the kills with Honchkrow G's Target Attack!
It's a very straightforward deck, but it does have some threats that need to be addressed:
-Since I don't believe that Manectric PL is made an exception on this list, be prepared to see at least one of these decks! In case you do, do whatever you can to take out Electrikes immediately! In case a Manectric hits the board, remember that you cannot hit the bench while it's in play with damage - you'll only be able to break through with Crobat G's Poke-Power.
If they begin to attack with Manectric, then use your pluspowers and Crobats to the best of your ability to score two-hit knockouts. Since the cost of a OHKO is too high (approximately five flash bites and/or pluspowers!), only try to one-hit them if you absolutely must.
Sometimes, you can finish the job on a retreated Manectric with triple crobat, so use your SSU's and Poketurns sparingly.
-Tyranitar SF will also be popular in this metagame due to its $1.50 cost. Although you'll generally want to go after Larvitars charged with energy, Electrikes/Snovers/Nidorans or any pre-evolved techs are your first priority. Manectric's threat to your deck has already been explained; Abomasnow's body makes your life miserable; and Nidoqueen could spell "GG" vs any evolved Pokemon, so snipe carefully!
Otherwise, this should be a very easy matchup.
Also, one obvious thing I just want to remind my player of is just being sure to remember the HQ/Skuntank G combo:
-Skuntank can poison the active for further pluspower-ish effect.
-Skuntank can poison the active while you're sniping some easy pickinz on the bench. By the next turn, you'll have at least one counter on whatever is/was active due to Poison Structrure, so you've just setup another Target Attack...Target.
-When attacking the active Pokemon, if Nidoqueen is in play, then remember that it might be beneficial to use Poison Structure in order to negate Nidoqueen's body. That way, your attacks don't get deflected so easily, and you stay in the game.
Best of luck to my player. I have faith that I'm supplying him/her a deceptively simple list with a lot of options, and a lot of ways to show off his or her skills.

Beautifly PL is a decent card that's usually hindered a lot by Unown G, which is expensive so it shouldn't be to much of a threat.
It's got free retreat, an attack that can deal 60 for 1 Energy and a Stage 1 that let's itself Evolve for free. In combination with Sceptile GE if you can get it out, it can deal 60 + 3 Special Conditions for only 2 Energy!

Strategy:
Octillery is your main hitter, and with the amount of energy in the deck it is easy to do alot of damage quickly. Couple with BTS and it is a sure 1st trainer turn KO. You don't have to flip good, because you should turn 3 to 5 energy each time you Water Vein. Don't bother attaching energy unless you are going to need to retreat because the second attack stinks!
Drifblim will get you set up with benched pokemon. It isn't the best in the game, but in this format it should work nicely
Sableye does what we all know it does- sorry i couldn't fit the special darks in here, but... since we don't have Roseanne, pull the Bebe!
Cynthia's Feelings is to get the energy back into your deck on a turn when, preferably, all you have is Cynthia and energy in your hand.
Be very mindful of attaching any energy to any pokemon as you really need them to stay in the deck. There are some situations where you will need to, but just try to keep it to a minimum and this deck can roll over any deck you face!
So, are you going to give us a few days to look at the finalists, and maybe tweak our decks accordingly?
Also, how are you going to set up the Top Cut. I'd personally like to see what kind of Single Elim T8 or whatever up front so we can prepare for that.
