Magnezone Lv X is a fairly neat card if you can get it into play. 140 HP is very nice, x2 Weakness to Fire is bad if Magleaf picks up, -20 Resistance to Psychic would have been better last season, and 4 Energy for a Retreat Cost is...horrible. Its Poke-Power, Electric Trans, is the main reason you'll want him in play; it lets you freely move around your Lightning and Metal energies in play, letting you power up any Pokemon you have. Cyber Shock is also a decent attack for 1 Lightning and 1 Metal energy; you have to discard both to use, but it deals a solid 80 damage and automatically paralyzes the opponent. This is something to consider, as there are so few things that will automatically paralyze something, and with some Electivire SW and Heatran (Metal type) hanging around. this could be something to do if you like attacking with him.
Modified - 7/10 (I think it has potential, but as with any Stage 2 Lv X, getting one out is a pain and costs deck space)
Limited - 0/10 (No Magnemite/Ton/Zone in LA, so unless you're doing a multi-drafting thing that has sets with those card in it [or mutant], stick him in the binder to keep him safe)
Unlimited - 2/10 (Doubtful you could get him out, but he is pretty cool if you do)
