I did it. You can.
You totally can. That's how I got this awesome Manaphy. You just have to reset after you get it from the dude in the PokeMart, but before you save your game.

Didn't read about this until after I saved.
So on my Diamond, I ended up with what can only be described as epic fail:
Manaphy - #490 (Rash)
HP: 28
Att: 20 - 21
Def: 6 - 7
SpA: 20 - 21
SpD: 8 - 9
Speed: 6 - 7
Only used one RC to calc that. Don't see the point of wasting more time with that one.
And on my Pearl, we have:
Manaphy - #490 (Brave)
HP: 26
Att: 23
Def: 26
SpA: 23
SpD: 13
Speed: 25
Well, at least there's no single digit IVs there. Still blows.
Time to fire up Pokesav, methinks.
Oh, my nephew got one too, but he's six -- he doesn't care about stats, he's just ZOMG MANAPHY. How much you want to bet he got an uber one without even trying?

Uh, what? Just trade it. You can't put Manaphy on GTS, but it can be traded through any other means.
You mean that you can only download one Manaphy per cart. If you find friends who for some odd reason hate their Manaphys and want to trade them to you, you could have a box full of Manaphys with no consequence.

Yeah, but that's after they receive their Manaphy from the Poke Mart.
Does that mean that the Manaphy needs to stay un-received? Or can friend A receive and send it to friend B?
No, what i mean is that according to the Pokefan issue given out at the Manaphy event. It says the following.
"You can only get 1 Manaphy on each Pokemon Diamond or Pokemon Pearl Game Card"
I understand that to mean, that it doesn't matter HOW you got it. Either from the Event or from the Ranger game, or via trade from someone. You are only allowed 1 Manaphy on any D/P game card. So you can't get Manaphy from the event on to Diamond let's say, and then trade in one on the same cart another Manaphy from the Event, or the Ranger game. I might go ahead and try to trade one in on a game that already has Manaphy on it just to see.
I don't think you can give the Event Manaphy to a friend who didn't go. It was obtained by a signal, and unless you have a way of sending the signal to them, they can't get it. It's worth a try though, as it does have a recieve from friend option. But you'll have to figure out how to send the info to them.

No, they never limit what you can have on your game. They can only limit you getting events. My friend has three.

Correct. You can only download one TRU Manaphy Wonder Card per cart. However, you CAN trade Manaphy to a cart that already has one. I've got 4 Manaphy on my Diamond game (one traded from Ultimatedra at Worlds (Ranger), one off GTS (Ranger), one from TRU Wonder Card, one traded from the TRU Wonder card that was downloaded to my son's copy of Diamond).

Well now i feel silly. I thought you could only have one Manaphy Per Cart. I have two diamond, one pearl. I traded my Ranger Manaphy to my Second Diamond, and did the TRU event with my Pearl and first Diamond. Shoot, i could have gotten one more Manaphy at the event. Oh well, i have three, so i can't complain.

Well, I have roughly 7 or 8 Manaphy on my Diamond (that belong to me cause I hatched the eggs), but more coming from other people.
Too bad I couldn't get a TRU Modest Manaphy.
