What do you believe is themost under rated card in TCG history?

Switch is . . . a card that does a pretty straightforward job.

There are times when it almost becomes a staple card in some decks (such as now, with Catcher around and high Retreat Pokemon being played), and other times where it is ignored because there are better alternatives. Last format it was hardly played at all because we had Warp Point, Warp Energy, and PokeTurn (for SP decks).

It's neither over nor under rated. It gets used when it's useful.
 
I think Driftblim FB was underrated, it had the ability to pick off Uxies, Azelfs, and other things in the SP mirror and in most match ups. It won me several games last States/Regs.
 
Crobat Prime, bar none. Retreat rates sky rocket in matches against him, severe poison is a game changer.

Jirachi RR. Yeah, it had its moments in the sun, but was always over looked because there were "better" starters in the format. With cards like twins, Seeker, Cyrus, Judge, and even Juniper there at the end, paired with its power, it was amazing and highly underplayed. Oh how I loved watching SP players cringe when they realized it was the only prize they could take...
