Sorry I'm late, but I have the judge results. I was super swamped the past two days, but I'm free now.
Wow, these are fantastic, I don't want to eliminate any of them. But I have to so here they are.
High Altitude Zone=I like it a lot. Seeing as I dont play Claydol, I'd play this in a heartbeat, 9 points
Restricted Gym=It severally eliminates Energy Acceleration. If ER and SER were in, this would probably be banned, 9 points
Valley Windworks=I like the face up/down part, and both are fairly equal considering you can't change it, 10 points
Power Recharge Gym=I love this card, it works great in Glaceon decks, which I play so 10 points
Grand Festival=I think it is pretty cool, but early game is where it shines, although a little too well, 9 Points
Champions Arena=Simply Amazing. First Place this round, 10 points

You are to work in teams, posted at the end of this post. Be glad that you are in teams, as this is the most frustrating task ever, but it will determine our final 2.
You are to construct a theme deck that you would buy in a store. I will give your team the star of the deck, the one that is holographic. Post the decklist here, and you are allowed to communicate here. You are to create at least one card, the star of the deck. You may create as many other cards as you like, other then basic energy.
For example, if I had Meganium as my star
x1 Meganium
x2 Bayleef
x4 Chikorita
and so on and so on.
For each decklist, I will have bonus points. PM me for what bonus points the bonus points are. Please use color, or bold, or underline or something so show me what cards created. Since this contest round will be very long, the deadline is Feb 23 at 5PM Mountain Time (GMT-7).

Alright, I just have a few comments.
Card Ratings:
You gave everyone either nine or ten points. Seriously, there has to be something wrong with these cards. You aren't even using your own criteria any more. What happened?
Judges:
I thought there were two extra judges (Jason and GGRules) to assist you in your ratings. What ever happened to them? They gave balance to ratings, and you've been skipping any opportunity for them to post their opinions. For example, you're clearly biased towards Glaceon, as in Round 2, where you explicitely mentioned bonus points for them, and here:

I made my stadium card to counter powerspray; in particular the use of uxie to draw cards. I can't stand powerspray when I am playing uxie in some of my decks.
It does nothing to prevent porygon 2 from using his power to use an effect of supporter card. I could see uxie and porygon 2 the new draw engine instead of claydol. lol.................but it is easier to ko it;
crobat g + gengar = ko or crobat g + blastoise pt.

Most of the theme deck are pretty horrible and definitely is not a finished deck. The only exception are the world's winning decks, which are not legal.
Are we suppose to follow real life theme decks? meaning semi-decent decklist with some decent cards and no level x card.
