The second sentence was included simply to create a faux-stacking effect, as the Pokémon-ex and Pokémon-Lv.X requirements would not stack otherwise.

Search your deck for a Basic Pokémon card with Ho-Oh in its name and put it onto your Bench. Then take up to 3 Energy cards from your discard pile and attach them to that Pokémon. (You can't use this attack if your Bench is full.)

Kimono Girls
Trainer Card (Supporter)

Choose 1 of your Pokémon in play with Lugia or Ho-Oh in its name and remove all damage counters, Special Conditions, and special counters (ex. Freeze counter, Imprison marker) on it. Then search your deck for a Basic Pokémon card and attach it to that Pokémon. You can't play any more Trainer cards during this turn, and you can't play any Supporter cards during your next turn.
As mentioned earlier, this card appears in both the Lugia set and the Ho-Oh set. The artwork on the cards, however, varies between the two sets. In the Lugia set, the artwork is generally Whirl Islands-themed and Sayo is the most prominent Kimono Girl shown; on the other hand, in the Ho-Oh set, the artwork is generally Tin Tower-themed and Naoko is the most prominent Kimono Girl shown.
