We're all aware that we're not being forced to buy these cards. But when the rulebook for the Pokemon TCG specifies things like the "health of the format," when players voice their complaints over a stale format, and when it feels like each set is just dud after dud, I don't see why they can't be competitive business-wise and still make a half-decent set. In terms of business, doesn't it make sense to produce a product that is appealing to every type of customer?
It certainly makes sense! But it's not possible to appease everyone with every set. We agree the ordinary consumer may not even notice how bad these cards are for competitive play. They might even get turned off by simply seeing no Primes or Legends (are there some left that we don't have? I genuinely don't know). And so be it, they'll vote with their dollars and TPC will feel the effect on their revenue numbers.
So what to do about the competitive customers? Should they reprint things we liked before and intentionally alter the health of the format? Or just embrace the suckiness of the situation and no try to artificially increase the set's value? I feel like it's the latter.

That is a genuinely good point, and shouldn't get lost in all of the other arguments.
Free cards are free cards, and of course it's nice to win valuable cards, but perhaps this is an unavoidable consequence. On the other hand, maybe they surprise players by giving out Triumphant for States prize support. (Do we need more Triumphant, given all of the Cities?)
