It works both ways. Either Lucario Attacks or any Fighting Type pokemon (SP or maybe none SP) with an assist form its body. T-TAR is still a competitive deck even for Nats but expect some counters here and there. One is a SP deck with Lucario on it for and game of x2 weakness.
